NorthropGrumman has an opening for a Supply Chain Subcontract Specialist Level 3 at ourPalmdale, CA, location.

 

Duties:

 

Sources and procures specialized goods andservices. Owns contractual management for the supplier. Responsible for sourceselection from contract proposal to execution phases. Coordinates andcollaborates with key stakeholders such as contracts, engineering, quality,supplier development, planning, operations, program and end-users. Developssubcontract specifications, work statements, and terms and conditions for theprocurement of specialized materials, equipment, and/or services. Prepares bidpackages, conducts bidders conferences, analyzes and evaluates proposals,negotiates subcontract provisions, selects or recommends subcontractors, writesawards, and administers resulting subcontracts. In conjunction with qualityorganization, evaluates and monitors supplier quality and reliability, as wellas supplier ability to support required delivery schedules. Identifiesstrategies and opportunities to reduce cost, improve efficiency and manage riskthrough strategic and targeted negotiations. Manages performance ofsubcontracts, ensures compliance with all public law requirements as well ascompany (and business) policies and procedures including import/exportregulations. Employs sound business practices and assesses supplier performanceas part of follow-up activities. Ensures that appropriate documentation isprovided to logistics/transportation & warehouse organization so thatproper receipt is recorded. Manages and develops strategic/key suppliers.Reviews and approves supplier payment as needed. Utilizes process tools such asLean Six Sigma with suppliers to drive quality, efficiency and continuousimprovement.

Qualifications

Basic Qualifications: 

  • Bachelor's degreewith 6 years' of applied experience in Subcontracts and/orProcurement, OR a Master's degree with 4 years of experience

  • Basic working knowledgeof FAR and DFARS regulations

  • Experience with SAP oranother similar purchasing program

  • Must be able to obtain and maintain an active U.S. Government DoD Security Clearance at the secretlevel with a background investigation date within the past 6 years.


Preferred Qualifications: 

  • Bachelor's or Master'sdegree in Business, Supply Chain Management, Procurement

  • Experience withmanagement of high dollar subcontract or complex subcontracts

  • Current active U.S. Government DoD Security Clearance at the secretlevel with a background investigation date within the past 6 years.
