The City of Santa of Santa Fe Springs is seeking a highly-motivated individual for the position of Municipal Services Manager. This is a Full-Time position in the Public Works Department; Municipal Services Division.
Under general direction, provides leadership, management oversight, and direction for the Municipal Services Division (Streets & Grounds, Facilities, Fleet, Transportation, and Signals & Street Lighting Sections) of the Public Works Department in setting goals and objectives and ensures that all maintenance activities are performed to the highest standards possible.
Receives general direction from the Director of Public Works.
Exercises supervision over subordinate supervisory, technical, and clerical staff.

B. Essential Job Specific Duties:
- Provides responsible administrative support to the Director of Public Works in carrying out the functions of the Department.
- Manages the daily functions, operations, and administrative responsibilities of the Street & Grounds, Facilities, Fleet, Transportation, and Signal & Street Lighting Sections of the Public Works Department.
- Supervises the personnel of the sections; assigns and monitors tasks and projects.
- Oversees the completion of associated maintenance programs, improvements, and other projects as assigned.
- Coordinates and manages the division budget; generates division budget estimates, monitors expenditures, recommends purchases, provides cost-benefit analysis and approves invoices, requisitions, etc.
- Oversees a variety of contracts; develops and reviews specifications and requests for proposals; reviews bids and submittals; coordinates contract development and implementation; monitors and inspects contractor progress; handles contractor performance issues; negotiates with contractors for resolution to issues; works with contractors to resolve issues.
C. Other Job Specific Duties:
- Oversees and administers personnel matters; interviews and recommends applicants, trains and evaluates staff; coordinates and issues corrective action; manages and monitors employee performance; works with employees to resolve issues.
- Communicates with City employees, contractors, residents, business owners, and the general public; provides information, respond to issues, and explain City policies, procedures, and programs.
- Prepares, reviews, and proofreads reports, correspondence, and documentation generated by the division; ensures that all written information is accurate, complete, and demonstrates professionalism and customer focused attributes.
- Conducts inspections of City infrastructure for compliance with safety regulations, general maintenance standards, and aesthetics requirements; prepares and maintains documentation on inspection activity.
- Coordinates, administers, and manages assigned capital improvement projects; recommends projects; prepares cost estimates and plans and specifications; manages project budgets.
- Oversees the division safety programs and practices; develops policies and procedures to address safety concerns and ensure safe work practices; reviews and investigates incidents and accidents.
- Coordinates, administers, and manages the service requests for the division, and prepares reports and analyzes data from the service requests.
- Provides technical advice and input on a variety of City issues including maintenance, safety management, facility construction, emergency management plans, budgetary considerations, and personnel management.
- Oversees a variety of regulatory programs in various related areas requiring City compliance.
- Represents the division to other City departments, elected officials, and outside agencies.
- Responds to and resolves difficult and sensitive citizen inquiries and complaints.
- Attends City Council meetings and other city or regional meetings as necessary.
- Performs related duties as required.

EDUCATION AND EXPERIENCE:
The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position. A typical way to obtain these would be:
- Bachelor's Degree in a public works related field.
- Three (3) years of increasingly responsible experience in public works or closely related field, plus two (2) years of administrative and supervisory experience. Municipal experience is highly preferred.
- A valid State of California driver's license and an acceptable driving record.
