Typical Activities

California State University, San Bernardino invites applications for the position of Director, Academic Labor Relations in the Office of Faculty Affairs and Development. Reporting to the Associate Provost for Faculty Affairs and Development (hereinafter the Associate Provost), the Director will assist the Associate Provost with fostering cooperative labor relations between the university and its academic employees. Responsibilities include, but not limited to: 

  • Work with the CFA, department chairs, deans and representatives from the Chancellor's office, in handling of sensitive situations regarding employee relations. 
  • Function as a consultant to both internal and external constituent groups on Policy and Procedures. 
  • Provide training and education to campus units about Unit 3 and Unit 11 contract issues, and advise departments and colleges on Article 12 issues related to personnel.
  • Address issues involving academic grievances and discipline, and investigate allegations of violations of policy by academic employees.
  • Be responsible for administering the California Faculty Association (Unit 3) and UAW Academic Student Employees (Unit 11) Collective Bargaining Agreements, and act as a liaison for formal and informal interactions between academic employees, collective bargaining units, and Academic Affairs administration.
  • Provide professional development for administrators and chairs
  • Perform other related duties and tasks as assigned by the Associate Provost.

Minimum Qualifications

Education & Experience: 

  • Masters degree in human resources, employee and/or labor relations experience in a higher education and/or public agency setting OR graduation from a four-year college or university in a related field PLUS a Juris Doctor from an ABA accredited law school.
  • Three (3) years of academic labor relations experience including significant labor management, employee relations and complaint investigation experience in both union and non-union environments. 
 
Knowledge/Skills/Abilities: 
  • Applicants must possess thorough knowledge, technical mastery, skill and judgment in the application of relevant federal, state and local employment and labor laws and regulations.
  • Ability to understand, interpret and apply collective bargaining agreements for academic personnel and evaluate and make recommendations for resolving disputes, complaints and employee grievances.
  • Ability to effectively interact with all levels of management, staff, and internal/external stakeholders regarding complex or sensitive issues.
  • Demonstrated experience with mediation and effective conflict resolution, facilitation and consultation skills are required along with a skill in fact-finding, analysis, problem-solving and consulting to identify problems and recommend solutions.   
  • Experience managing a dispute resolution program or grievance program.
  • Demonstrated experience managing collective bargaining agreements.
  • Applicants must possess excellent written verbal and presentation communication skills, and strong leadership skills.
  • Applicants must have the ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships across the University. 
  • Applicants must have the ability to be a team player with superior ability to work independently. 
  • Ability to maintain confidentiality to preserve the integrity of academic labor relations issues and related matters.
  • Possess strong analytical and critical thinking skills and meticulous attention to detail.
 
Preferred Qualifications:

  • Juris Doctor from an ABA accredited law school
  • Three (3) years of experience in managing labor relations in a unionized environment
  • Three (3) years of experience as an employment lawyer
  • Experience with and understanding of faculty labor relations and shared governance in the higher education context.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU.
