Jobing Description
GENERAL RESPONSIBILITIES:

1. Manage all aspects of the company safety and environmental management system (SEMS) including:
1. Serve as the company Designated Person Ashore (DPA) as defined by the ISM Code.
2. Serve as the company subject matter expert on safety and environmental matters.
3. Manage and direct others in developing and maintaining the SEMS documentation system.
4. Maintain in depth knowledge of the ISM Code and ISO 14001 standard and their requirements and practical application.
5. Develop and implement the annual Environmental Management Plan (EMP) and track progress of activities.
6. Collect data and prepare quarterly EMP reports
7. Receive and review quarterly EMP reports from ships and ICMA (shipboard manning company) and provide feedback and guidance as necessary.
8. Develop reports to track and demonstrate the company’s environmental progress from year to year.
9. Schedule, plan and attend SEOC and SEMC meetings. Oversee the preparation of meeting minutes and maintain records of meetings.



2. Environmental compliance: Ensure compliance with environmental laws and regulations by:
1. Keeping abreast of world-wide existing and new environmental laws and regulations applicable to ship operations through CLIA, UK P&I club, LRS, BMA and other sources.
2. Maintaining copies of relevant laws and regulations for reference by all office and ship staff that might need them.
3. Drafting changes to company SMS/EMS policy and operating instructions to incorporate new and changing laws and regulations.
4. Supporting training programs for office and ships’ personnel training in environmental areas.



3. Safety & Environmental Management System (SEMS)
a. Oversee the development and revision of SEMS documentation.
b. Write, oversee and edit safety, training, and environmental related policy and procedures in the SEMS management system manuals and directives obtaining input put from others, as appropriate.
c. Oversee maintenance of electronic documentation accessible to all ships and office of all related reports and work lists.
d. Responsible for maintaining necessary paper files and records.


Skills / Requirements
4. Auditing

1. Must be a certified internal ISM and ISO 14001 environmental auditor.
2. Responsible for scheduling of internal/external audits of offices and ships to maintain ISM and ISO 14001 certification.
3. Manage the company auditors and serve as the Lead Auditor for Internal audits of company office(s) and ships.
4. Conduct internal audits at required intervals.
5. Prepare checklists for internal SEMS audits.
6. Oversee maintenance of audit records and electronic task lists.



5. Waste Management
1. Develop and maintain expertise in waste management to be the company expert including all types of solid waste, hazardous waste, air emissions, water discharges, etc.
2. Develop and maintain expertise regarding various shipboard environmental hazards and use of personnel protective equipment.



6. Training
1. Oversee management of the ships’ annual training budget for Deck and Engine departments.
2. Develop training course materials on environmental related topics for presentation by ships’ personnel or others.
3. Serve as or provide for a training of ship’s officers and crew periodically on subject of expertise including environmental management, waste management, hazardous materials and personnel protective equipment.
4. Work with Nautical and Technical departments to arrange for non-routine training courses for ships’ officers and crew that are not arranged by the manning agent.
5. Oversee maintenance of the Training Manual and provide direct input regarding safety and environmental training issues.
6. Provide for environmental training of and ensure training records are maintained in conjunction with the HR department.



7. Medical
1. Manage ships’ medical crew related and M&R budgets.
2. Assist in providing oversight of administration of ship Medical Centers and development of policies and procedures.
3. Serve as a contact with medical consultant providing medical staffing and medical advice.
4. Liaise with Purchasing Department to provide guidance and approval of medical purchases.



8. Ship Sanitation and Illness Prevention
1. Oversee and manage the ship sanitation program along with the designated Hotel Operations department personnel.
2. Serve as the primary contact with the USPH Vessel Sanitation Program office.
3. Maintain expertise in USPH ship sanitation guidelines and procedures.
4. Provide guidance to ships on sanitation and illness prevention matters.
5. Track GI Illness statistics on a cruise by cruise basis and provide periodic and annual reports.



9. Claims Administration
1. Manage the handling of guest and crew claims for damages due to injury, illness or other causes on ships, including liaison with company external attorney, P&I insurance manager and crystal Guest Relations department in developing responses to claims and lawsuits.
2. Supervise claims administration staff.
