Employment Opportunity Campus Human Resources Analyst Performance Responsibilities Under general direction of the Director of Personnel Services, to independently perform a variety of professional, technical and analytical human resource functions; utilize independent judgment to provide technical assistance to staff and the public; train and provide lead work direction to the overall Campus human resource programs and services; serve as a campus human resource liaison, coordinate communications and information, and analyze and resolve complex personnel issues; oversee and participate in the preparation, maintenance and updating of a variety of manual and automated personnel data, reports and files. The normal hours of work will be 8:00 a.m. to 5:00 p.m., Monday through Friday. The effective date of employment will be arranged with the supervisor. Minimum Qualifications: Faculty/Educational Administrators complete the Equivalency Application only if you do not meet the minimum qualifications for the position you are applying to, and you wish to be considered. Knowledge of: 1. Principles and practices of human resources administration and employee relations. 2. Modern office practices, procedures, and equipment. 3. Principles of training and providing work direction. 4. Computerized data collection, management, manipulation and distribution requirements for analysis and reporting functions. 5. Labor relations, bargaining unit contracts and salary schedules. 6. Record keeping techniques. 7. Professional business letter composition and report preparation. 8. Applicable sections of Education and State codes and other laws regarding human resources activities. 9. Interpersonal skills using tact, diplomacy, and patience. 10. Operation of office machines including computer equipment and specified software. 11. English usage, spelling, grammar, punctuation, vocabulary, and arithmetical processes. Ability to: 12. Use independent judgment and take initiative in solving problems. 13. Establish priorities; plan, coordinate, and organize work; complete assignments with limited supervision while meeting deadlines. 14. Collect, compile, and analyze information and data for records and reports. 15. Communicate effectively both orally and in writing. 16. Learn and apply rules, regulations, policies and procedures related to human resources; assure compliance with State and Federal regulations and guidelines and District policies and procedures. 17. Maintain records and independently prepare a variety of reports and correspondence. 18. Work confidentially with discretion. 19. Serve as a liaison, coordinate communications and information, and analyze and resolve complex personnel issues. 20. Oversee and participate in the preparation, maintenance and updating of a variety of manual and automated personnel records, reports and files 21. Analyze situations accurately and adopt an effective course of action. 22. Learn and apply Campus and District organization, operations, policies and objectives. 23. Provide information and assistance to employees and the public. 24. Train and lead human resources staff. 25. Establish and maintain cooperative and effective working relationships with others. 26. Promote and encourage a sensitivity to and understanding of the diverse backgrounds of the District community. Education and Experience: 27. Equivalent to an Associate's degree form an accredited college or university. 28. Five years of human resources generalist experience. 29.
