Job Title: GIS Technical Analyst

Typical Responsibilities:
The successful candidate will be the lead for the ESRI based Geographical Information System (GIS) team supporting all the ESRI users through out SCE. He/She will be responsible for analyzing all work assigned to the group and ensuring the requested work is delivered on time. Typical responsibilities include: working closely with the individuals responsible for Solutions Delivery and Maintenance (SDM) Operations Support and Corporate Center#s(OSCC) Operations Management Process Integration (OMPI) process to ensure the work follows established OMPI standards; providing systems engineering, architecture and design leadership to the GIS team; developing requirements, architecture, and design artifacts for technology solutions; leading project integration activities including interface testing, data migration, software, upgrades, performance analysis, and problem troubleshooting; evaluating complex technical issues and recommending actions for their resolution; developing and promoting the usage of enterprise level development process, standards, tools, best practices, reference architectures, design patterns, and data management standards; providing subject matter expertise to project teams in product standards development activities for GIS technologies; supporting governance activities to ensure development of and compliance with enterprise standards; collaborating and participating in the GIS Community of Practice; actively participating and helping organize the on going GIS user group
meetings; interfacing with our GIS software vendors, as necessary, to ensure optimal operation of applications (i.e. licenses, version upgrades, etc.); keeping up with industry trends and identifying learning opportunities; using Service Oriented Architecture principles for data management; providing guidance, training and direction regarding GIS technologies, products, tools, standards, and practices to other team members; consulting with SDM OSCC maintenance managers for guidance; and performing other duties and responsibilities as required.


Skills / Requirements
Basic Qualifications:
Must possess six or more years of experience with architecting, designing, implementing, and supporting GIS based solutions with heavy emphasis on using ESRI software tools. Must have experience with GIS data management with focus on ESRI and, as applicable, GE Smallworld data formats.

Core Competencies:
- Bachelor Degree in Computer Science, Information Technology or related technical field, or the equivalent combination of education, training, and experience.
- Typically possesses six or more years of experience in IT development settings performing analysis and providing recommendations.
- Demonstrated thorough knowledge of GIS systems.
- Demonstrated experience implementing GIS solutions.
- Demonstrated knowledge of Software Development Life Cycle methods and tools.
- Demonstrated experience with Service Oriented Architecture.
- Demonstrated experience with application, GIS related data, and process integration.
- Demonstrated experience developing requirements, architecture, and design artifacts.
- Demonstrated experience consulting with internal and external business partners in order to identify needs, develop action plans, and provide solutions.
- Demonstrated ability to lead cross-functional technical teams to solve business issues and problems.
- Demonstrated experience transforming business and informational flows into architectural layers and components.
- Demonstrated ability to accurately analyze information and make decisions while focusing on results.
- Demonstrated ability to communicate highly technical information, both orally and in writing, to non-technical audiences.
- Proficiency with ESRI tools.
- Must demonstrate excellent business mastery, including the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks and safety appropriately, manage information, and provide exceptional service to internal and external customers.
- Must demonstrate excellent management mastery, including effective resource and project planning, decision making, results delivery, team building, and staying current with relevant technology and innovation.
- Must demonstrate strong personal mastery, including ethics, influence and negotiation, leadership, interpersonal skills, communication, the ability to effectively manage stress and engage in continuous learning.

Preferences:
PMP (Project Management Certificate). Knowledge of SCE project delivery practices and environments. Demonstrated general knowledge of the business drivers operating on the enterprise, as well as its products, services, finances, and strategies. Masters Degree in IT or Engineering related field.
